Private Per-Call Blocking prevents your phone number from being displayed on a Caller ID device for one telephone call. It also prevents the person you call from using Call Return *69 to call you back.

When you dial certain business numbers (including 311, 911, toll-free numbers, and 900 numbers) in some areas of the state, your number may be displayed through a different technology called Automatic Number Identification (ANI). Neither Per-Call or All-Call Blocking will prevent your number from being displayed in these cases. ANI allows business subscribers to identify a caller’s telephone number ,even if the number is not published. In New Your State, there are regulations that limit how a business may use this information.
